"Familiarity breeds contempt" is an old adage that sometimes holds true in things like long relationships or working conditions. When it comes to traffic signs, familiarity generally means we simply no longer pay much heed to them. They become part of the background like trees or light poles and don't draw our attention in the same way after a while.  This, in part, is probably responsible for the number of cars that speed through an area at any given time--the drivers are so familiar with the place, they go whatever speed seems reasonable rather than follow the signs.
